Following telegram received from Secretary of State for the Colenies repeated for your information and guidance:-
November 16th, Reference my telegram of November 7th detent- ion of Ottoman subjects. In view of annexation of Cyprus all
natives of that island unless domiciled in Ottoman dominions
elsewhere than in Egypt should be considered British subjects always provided that they produce satisfactory evidence such
as passport issued in the island or proof of birth therein.
In view of military occupation of Egypt Egyptians should henceforth be considered as British protected persons but
should be required to establish fact that they were born in
Egypt and that they are not domiciled in any parts of Ottoman
dominions other than Egypt or in the service of Ottoman Bovern-
ment or have taken special steps to retain Ottoman nationality. Egyptians are being compelled to register under Aliens
Restriction Order-in-Council in United Kingdom but special
consideration must be show to them and all reasonable facili-
ties afforded as regards travelling permita, etc. Harcourt.
